Reducerea dependen\u021bei de combustibilii fosili, dezvoltarea surselor regenerabile \u0219i folosirea mai eficient\u0103 a resurselor locale au devenit componente ale unei strategii care nu mai \u021bine doar de protec\u021bia mediului, ci \u0219i de securitatea energetic\u0103 \u0219i competitivitatea economic\u0103.<\/p>\n\n\n\n<p>Pentru Republica Moldova, aceast\u0103 transformare european\u0103 reprezint\u0103 mai mult dec\u00e2t un obiectiv de integrare \u00een pia\u021ba UE. Este \u0219i o oportunitate de a construi un sistem energetic mai pu\u021bin dependent de importuri, valorific\u00e2nd resursele pe care \u021bara le are deja: biomasa, produc\u021bia agricol\u0103, reziduurile din industrie \u0219i poten\u021bialul de producere a biocombustibililor.<\/p>\n\n\n\n<p><strong>De la Green Deal la securitate energetic\u0103<\/strong><\/p>\n\n\n\n<p>Una dintre lec\u021biile importante ale politicii energetice europene este c\u0103 tranzi\u021bia verde \u0219i securitatea energetic\u0103 nu sunt obiective separate.<\/p>\n\n\n\n<p>Prin Pactul Verde European \u0219i politicile dezvoltate ulterior, Uniunea European\u0103 a accelerat investi\u021biile \u00een energie regenerabil\u0103 tocmai pentru a reduce dependen\u021ba de surse externe de energie. Directiva european\u0103 privind energia regenerabil\u0103 a devenit unul dintre instrumentele centrale ale acestei politici.<\/p>\n\n\n\n<p>Versiunea revizuit\u0103 a directivei, cunoscut\u0103 drept RED III, stabile\u0219te pentru 2030 o \u021bint\u0103 obligatorie de cel pu\u021bin 42,5% energie regenerabil\u0103 \u00een mixul energetic al UE, cu ambi\u021bia de a ajunge la 45%. Directiva consolideaz\u0103 \u00een acela\u0219i timp obiectivele pentru transport, industrie, \u00eenc\u0103lzire \u0219i r\u0103cire.<\/p>\n\n\n\n<p>Mesajul este clar: energia regenerabil\u0103 nu mai este privit\u0103 doar ca o alternativ\u0103 ecologic\u0103. Ea devine o component\u0103 a securit\u0103\u021bii economice \u0219i energetice.<\/p>\n\n\n\n<p><strong>RED II \u0219i RED III: de ce conteaz\u0103 pentru biocombustibili<\/strong><\/p>\n\n\n\n<p>Pentru sectorul biocombustibililor, evolu\u021bia legisla\u021biei europene este deosebit de important\u0103.<\/p>\n\n\n\n<p>RED II a introdus criterii clare privind sustenabilitatea biocombustibililor \u0219i reducerea emisiilor de gaze cu efect de ser\u0103. \u00cen acela\u0219i timp, legisla\u021bia european\u0103 a \u00eenceput s\u0103 diferen\u021bieze tot mai clar \u00eentre biocombustibilii produ\u0219i din culturi agricole \u0219i combustibilii avansa\u021bi ob\u021binu\u021bi din de\u0219euri, reziduuri \u0219i alte materii prime eligibile.<\/p>\n\n\n\n<p>Aceast\u0103 abordare este important\u0103 pentru Moldova, deoarece arat\u0103 c\u0103 dezvoltarea bioenergiei nu poate fi bazat\u0103 doar pe ideea de \u201ecombustibil din materie organic\u0103\u201d. Conteaz\u0103 originea materiei prime, eficien\u021ba procesului, reducerea emisiilor \u0219i trasabilitatea.<\/p>\n\n\n\n<p>RED revizuit\u0103 consolideaz\u0103 aceste criterii \u0219i introduce cerin\u021be mai stricte privind sustenabilitatea bioenergiei. Pentru transport, statele UE pot alege \u00eentre o pondere de 29% energie regenerabil\u0103 \u00een consumul final al transporturilor sau o reducere de 14,5% a intensit\u0103\u021bii emisiilor. \u00cen acela\u0219i timp, exist\u0103 un obiectiv combinat de 5,5% pentru combustibili avansa\u021bi \u0219i combustibili regenerabili de origine nebiologic\u0103.<\/p>\n\n\n\n<p>Pentru Moldova, lec\u021bia este relevant\u0103: dac\u0103 \u021bara dore\u0219te s\u0103 dezvolte bioenergia \u0219i biocombustibilii \u00eentr-o perspectiv\u0103 european\u0103, regulile de sustenabilitate trebuie integrate \u00eenc\u0103 de la \u00eenceput \u00een dezvoltarea sectorului.<\/p>\n\n\n\n<p><strong>Etanolul regenerabil \u2013 o solu\u021bie deja utilizat\u0103 \u00een Europa<\/strong><\/p>\n\n\n\n<p>Bioetanolul este unul dintre exemplele cele mai concrete de combustibil regenerabil utilizat \u00een transport.<\/p>\n\n\n\n<p>\u00cen Uniunea European\u0103, etanolul regenerabil poate fi folosit \u00een amestec cu benzina, iar politicile europene urm\u0103resc cre\u0219terea ponderii combustibililor regenerabili \u00een transport. Comisia European\u0103 subliniaz\u0103 c\u0103 biocombustibilii pot contribui at\u00e2t la reducerea emisiilor, c\u00e2t \u0219i la securitatea aprovizion\u0103rii cu energie \u0219i la dezvoltarea zonelor rurale.<\/p>\n\n\n\n<p>Datele recente prezentate de industria european\u0103 arat\u0103 \u0219i evolu\u021bia tehnologic\u0103 a sectorului. Potrivit ePURE, etanolul regenerabil produs \u00een Europa a generat \u00een 2025 o reducere medie certificat\u0103 a emisiilor de gaze cu efect de ser\u0103 de 81,6% comparativ cu combustibilii fosili.<\/p>\n\n\n\n<p>Aceast\u0103 evolu\u021bie este important\u0103 pentru Moldova nu pentru c\u0103 \u021bara ar trebui s\u0103 copieze mecanic modelul european, ci pentru c\u0103 demonstreaz\u0103 c\u0103 agricultura \u0219i energia pot fi integrate \u00eentr-un lan\u021b economic local.<\/p>\n\n\n\n<p><strong>Agricultura poate deveni parte a solu\u021biei energetice<\/strong><\/p>\n\n\n\n<p>Pentru o \u021bar\u0103 agricol\u0103 precum Republica Moldova, dezvoltarea bioenergiei poate avea un efect multiplu.<\/p>\n\n\n\n<p>Materia prim\u0103 poate genera valoare nu doar ca produs agricol, ci \u0219i prin procesare industrial\u0103 \u0219i energetic\u0103. \u00centr-un sistem bine organizat, agricultura poate alimenta industria de biocombustibili, iar industria poate furniza la r\u00e2ndul s\u0103u produse secundare utile pentru sectorul zootehnic, agricultur\u0103 sau alte ramuri economice.<\/p>\n\n\n\n<p>Modelul european este relevant tocmai prin aceast\u0103 integrare. Bio-rafin\u0103riile produc\u0103toare de etanol pot genera simultan combustibil, furaje \u0219i alte produse, ceea ce permite utilizarea mai eficient\u0103 a materiei prime agricole.<\/p>\n\n\n\n<p>ePURE descrie aceste instala\u021bii drept active strategice pentru securitatea energetic\u0103, securitatea alimentar\u0103 \u0219i autonomia industrial\u0103 a Europei.<\/p>\n\n\n\n<p>Pentru Moldova, acest principiu poate \u00eensemna o trecere de la exportul de materie prim\u0103 c\u0103tre dezvoltarea unor lan\u021buri de valoare locale.<\/p>\n\n\n\n<p><strong>Unde se afl\u0103 Moldova<\/strong><\/p>\n\n\n\n<p>Republica Moldova \u0219i-a asumat deja obiective ambi\u021bioase \u00een domeniul energiei regenerabile.<\/p>\n\n\n\n<p>Planul Na\u021bional Integrat pentru Energie \u0219i Clim\u0103 2025\u20132030 stabile\u0219te cinci direc\u021bii majore: decarbonizarea, eficien\u021ba energetic\u0103, securitatea energetic\u0103, pia\u021ba intern\u0103 a energiei \u0219i cercetarea, inovarea \u0219i competitivitatea. Pentru 2030, \u021bara \u0219i-a stabilit obiectivul de a ajunge la o pondere de 30% a energiei din surse regenerabile \u00een consumul final de energie.<\/p>\n\n\n\n<p>\u00cen acela\u0219i timp, Ministerul Energiei arat\u0103 c\u0103 \u00een 2025, 24,5% din consumul final brut de energie electric\u0103 al Republicii Moldova a fost acoperit din surse regenerabile, iar \u00een primele patru luni ale anului 2026 au fost instalate peste 63 MW de noi capacit\u0103\u021bi electrice regenerabile, inclusiv capacit\u0103\u021bi pe biogaz.<\/p>\n\n\n\n<p>A\u0219adar, tranzi\u021bia energetic\u0103 a \u00eenceput deja. Urm\u0103toarea etap\u0103 este diversificarea surselor \u0219i integrarea lor \u00eentr-un sistem energetic \u0219i economic coerent.<\/p>\n\n\n\n<p><strong>Ce lec\u021bii poate prelua Moldova din experien\u021ba european\u0103<\/strong><\/p>\n\n\n\n<p>Prima lec\u021bie este c\u0103 energia regenerabil\u0103 trebuie privit\u0103 ca infrastructur\u0103 strategic\u0103, nu doar ca proiect de mediu.<\/p>\n\n\n\n<p>A doua este c\u0103 sustenabilitatea trebuie m\u0103surat\u0103. Pentru biocombustibili nu este suficient s\u0103 fie folosit\u0103 o materie prim\u0103 \u201everde\u201d. Conteaz\u0103 \u00eentregul ciclu de produc\u021bie, consumul de energie, emisiile, trasabilitatea \u0219i modul \u00een care este utilizat terenul agricol.<\/p>\n\n\n\n<p>A treia lec\u021bie este integrarea agriculturii cu industria energetic\u0103. Rom\u00e2nia \u0219i alte state europene au demonstrat c\u0103 produc\u021bia agricol\u0103, procesarea \u0219i bioenergia pot func\u021biona \u00eentr-un singur lan\u021b economic.<\/p>\n\n\n\n<p>A patra este necesitatea unui cadru legislativ predictibil. Investi\u021biile \u00een fabrici, instala\u021bii de cogenerare sau produc\u021bia de biocombustibili necesit\u0103 perioade lungi de recuperare. F\u0103r\u0103 reguli clare \u0219i stabile, capitalul privat va evita proiectele cu risc ridicat.<\/p>\n\n\n\n<p><strong>Trasabilitatea devine la fel de important\u0103 ca produc\u021bia<\/strong><\/p>\n\n\n\n<p>Europa merge tot mai mult spre un sistem \u00een care originea \u0219i traseul combustibilului regenerabil trebuie demonstrate.<\/p>\n\n\n\n<p>Un exemplu este Union Database, sistemul european de trasabilitate pentru combustibili regenerabili \u0219i carbon reciclat, care urm\u0103re\u0219te materia prim\u0103 de la origine p\u00e2n\u0103 la introducerea combustibilului pe pia\u021ba european\u0103.<\/p>\n\n\n\n<p>Pentru produc\u0103torii din Moldova care vor s\u0103 fie conecta\u021bi la pia\u021ba european\u0103, aceasta este o direc\u021bie important\u0103.<\/p>\n\n\n\n<p>Certificarea, trasabilitatea \u0219i demonstrarea reducerii emisiilor pot deveni avantaje competitive, nu doar obliga\u021bii administrative.<\/p>\n\n\n\n<p><strong>Bioenergia poate \u00eensemna \u0219i independen\u021b\u0103 economic\u0103<\/strong><\/p>\n\n\n\n<p>Unul dintre cele mai importante argumente pentru dezvoltarea bioenergiei este faptul c\u0103 resursele sunt disponibile local.<\/p>\n\n\n\n<p>Fiecare unitate de combustibil regenerabil produs\u0103 din materie prim\u0103 local\u0103 poate \u00eensemna mai pu\u021bin\u0103 dependen\u021b\u0103 de importurile de combustibili fosili \u0219i mai mult\u0103 valoare ad\u0103ugat\u0103 p\u0103strat\u0103 \u00een economie.<\/p>\n\n\n\n<p>\u00cen cazul etanolului, lan\u021bul poate include produc\u0103tori agricoli, procesatori, transportatori, industria energetic\u0103 \u0219i consumatorii finali.<\/p>\n\n\n\n<p>Astfel, bioenergia nu trebuie privit\u0103 doar prin prisma reducerii emisiilor. Ea poate deveni parte dintr-o strategie mai larg\u0103 de dezvoltare rural\u0103, industrializare \u0219i securitate energetic\u0103.<\/p>\n\n\n\n<p><strong>Moldova nu trebuie s\u0103 copieze Europa. Trebuie s\u0103-\u0219i construiasc\u0103 propriul model<\/strong><\/p>\n\n\n\n<p>Experien\u021ba european\u0103 ofer\u0103 un cadru, nu o re\u021bet\u0103.<\/p>\n\n\n\n<p>Republica Moldova are o structur\u0103 economic\u0103 diferit\u0103, o pia\u021b\u0103 energetic\u0103 mai mic\u0103 \u0219i resurse financiare limitate. De aceea, priorit\u0103\u021bile trebuie stabilite \u00een func\u021bie de resursele locale \u0219i de sectoarele \u00een care investi\u021biile pot genera cel mai mare efect economic.<\/p>\n\n\n\n<p>Pentru bioenergie, direc\u021bia poate fi dezvoltarea unor lan\u021buri integrate: materie prim\u0103 agricol\u0103, procesare, produc\u021bie de energie sau biocombustibil, valorificarea produselor secundare \u0219i reinvestirea valorii ad\u0103ugate \u00een economia local\u0103.<\/p>\n\n\n\n<p>Aceasta este, de fapt, una dintre cele mai importante lec\u021bii ale Green Deal: tranzi\u021bia energetic\u0103 nu \u00eenseamn\u0103 doar schimbarea sursei de energie. \u00censeamn\u0103 schimbarea modului \u00een care sunt conectate agricultura, industria, energia \u0219i economia.<\/p>\n\n\n\n<p>Pentru Republica Moldova, bioenergia poate deveni astfel nu doar o component\u0103 a tranzi\u021biei verzi, ci \u0219i una dintre piesele unei strategii de independen\u021b\u0103 energetic\u0103 \u0219i competitivitate economic\u0103.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h1>GREEN DEAL LESSONS FOR MOLDOVA: What We Can Learn from Europe&#8217;s Energy Transition<\/h1>\n\n\n\n<p>Europe is rapidly changing its energy model. Reducing reliance on fossil fuels, developing renewable sources, and making more efficient use of local resources have become key components of a strategy that is no longer just about environmental protection, but also about energy security and economic competitiveness.<br>For the Republic of Moldova, this European transformation represents more than just an integration goal into the EU market. It is also an opportunity to build an energy system that is less dependent on imports, leveraging resources the country already possesses: biomass, agricultural production, industrial waste, and biofuel production potential.<\/p>\n\n\n\n<h3>From Green Deal to Energy Security<\/h3>\n\n\n\n<p>One of the vital lessons of European energy policy is that the green transition and energy security are not separate goals.<br>Through the European Green Deal and subsequent policies, the European Union has accelerated investment in renewable energy precisely to reduce dependency on external energy sources. The European Renewable Energy Directive has become one of the central tools of this policy.<br>The revised version of the directive, known as RED III, sets a binding target of at least 42.5% renewable energy in the EU&#8217;s energy mix by 2030, with the ambition to reach 45%. At the same time, the directive strengthens targets for transport, industry, heating, and cooling.<br>The message is clear: renewable energy is no longer viewed merely as an eco-friendly alternative. It is becoming a core component of economic and energy security.<\/p>\n\n\n\n<h3>RED II and RED III: Why They Matter for Biofuels<\/h3>\n\n\n\n<p>For the biofuel sector, the evolution of European legislation is particularly important.<br>RED II introduced clear criteria regarding biofuel sustainability and the reduction of greenhouse gas emissions. Concurrently, European legislation began to distinguish more clearly between biofuels produced from food crops and advanced fuels derived from waste, residues, and other eligible feedstocks.<br>This approach is crucial for Moldova, as it demonstrates that bioenergy development cannot be based solely on the general concept of &#171;fuel from organic matter.&#187; What matters is the origin of the raw material, process efficiency, emissions reduction, and traceability.<br>The revised RED reinforces these criteria and introduces stricter requirements for bioenergy sustainability. For transport, EU member states can choose between a 29% share of renewable energy in final transport consumption or a 14.5% reduction in greenhouse gas intensity. Furthermore, there is a combined target of 5.5% for advanced biofuels and renewable fuels of non-biological origin.<br>For Moldova, the lesson is clear: if the country wishes to develop bioenergy and biofuels within a European framework, sustainability rules must be integrated into the sector&#8217;s development right from the start.<\/p>\n\n\n\n<h3>Renewable Ethanol \u2013 A Solution Already in Use in Europe<\/h3>\n\n\n\n<p>Renewable ethanol is one of the most tangible examples of renewable fuel used in transport.<br>In the European Union, renewable ethanol can be blended with petrol, and European policies aim to increase the share of renewable fuels in transport. The European Commission highlights that biofuels can contribute both to reducing emissions and to security of energy supply, as well as rural development.<br>Recent data presented by the European industry also illustrates the sector&#8217;s technological progress. According to ePURE, renewable ethanol produced in Europe in 2025 achieved a certified average greenhouse gas emissions reduction of 81.6% compared to fossil fuels.<br>This development is relevant for Moldova not because the country should mechanically copy the European model, but because it proves that agriculture and energy can be seamlessly integrated into a local economic value chain.<\/p>\n\n\n\n<h3>Agriculture Can Become Part of the Energy Solution<\/h3>\n\n\n\n<p>For an agricultural country like the Republic of Moldova, the development of bioenergy can deliver a multiplier effect.<br>Raw materials can generate value not only as agricultural products, but also through industrial processing and energy generation. In a well-structured system, agriculture can feed the biofuel industry, and industry, in turn, can supply useful by-products to the livestock sector, farming, or other economic branches.<br>The European model is relevant precisely because of this integration. Bio-refineries producing ethanol can simultaneously generate fuel, animal feed, and other products, enabling a more efficient use of agricultural feedstocks.<br>ePURE describes these facilities as strategic assets for Europe&#8217;s energy security, food security, and industrial autonomy.<br>For Moldova, this principle could mark a shift from exporting raw materials toward building local value chains.<\/p>\n\n\n\n<h3>Where Moldova Stands<\/h3>\n\n\n\n<p>The Republic of Moldova has already set ambitious goals in the field of renewable energy.<br>The Integrated National Energy and Climate Plan 2025\u20132030 outlines five major pillars: decarbonisation, energy efficiency, energy security, the internal energy market, and research, innovation, and competitiveness. By 2030, the country aims to reach a 30% share of renewable energy in gross final energy consumption.<br>At the same time, the Ministry of Energy reports that in 2025, 24.5% of Moldova&#8217;s gross final electricity consumption was covered by renewable sources, and in the first four months of 2026, over 63 MW of new renewable electricity capacities were installed, including biogas capacities.<br>Thus, the energy transition is already underway. The next stage involves diversifying sources and integrating them into a coherent economic and energy system.<\/p>\n\n\n\n<h3>What Lessons Moldova Can Learn from European Experience<\/h3>\n\n\n\n<ul><li><strong>First lesson:<\/strong> Renewable energy must be treated as strategic infrastructure, not merely as an environmental project.<\/li><li><strong>Second lesson:<\/strong> Sustainability must be measured. For biofuels, using a &#171;green&#187; raw material is not enough. What counts is the entire production cycle, energy consumption, emissions, traceability, and land-use practices.<\/li><li><strong>Third lesson:<\/strong> Integration of agriculture with the energy industry. Romania and other European nations have shown that agricultural production, processing, and bioenergy can operate as a single economic chain.<\/li><li><strong>Fourth lesson:<\/strong> The need for a predictable legislative framework. Investments in refineries, cogeneration plants, or biofuel production require long payback periods. Without clear and stable rules, private capital will avoid high-risk projects.<\/li><\/ul>\n\n\n\n<h3>Traceability Is Becoming as Important as Production<\/h3>\n\n\n\n<p>Europe is moving increasingly toward a framework where the origin and supply path of renewable fuels must be fully proven.<br>One example is the Union Database, the European traceability system for renewable fuels and recycled carbon, which tracks feedstocks from their point of origin to the fuel&#8217;s entry into the European market.<br>For Moldovan producers looking to connect to the European market, this is a critical direction. Certification, traceability, and proving emissions reductions will become competitive advantages rather than mere administrative burdens.<\/p>\n\n\n\n<h3>Bioenergy Means Economic Independence<\/h3>\n\n\n\n<p>One of the most compelling arguments for bioenergy development is that the resources are locally available.<br>Every unit of renewable fuel produced from local feedstock means less dependency on imported fossil fuels and more added value retained in the local economy.<br>In the case of ethanol, the supply chain can link farmers, processors, transporters, the energy sector, and end consumers.<br>Hence, bioenergy should not be viewed solely through the lens of emissions reduction. It can become a core element of a broader strategy for rural development, industrialisation, and energy security.<\/p>\n\n\n\n<h3>Moldova Doesn&#8217;t Need to Copy Europe \u2014 It Needs to Build Its Own Model<\/h3>\n\n\n\n<p>European experience provides a framework, not a rigid recipe.<br>The Republic of Moldova has a different economic structure, a smaller energy market, and limited financial resources. Therefore, priorities must be set based on local resources and sectors where investments can yield the maximum economic impact.<br>For bioenergy, the path forward lies in developing integrated chains: agricultural feedstock, processing, energy or biofuel production, utilization of by-products, and reinvesting added value into the local economy.<br>This is, in fact, one of the most vital lessons of the Green Deal: the energy transition is not just about changing the source of energy.
